In July of 2019 our Board of Trustees appointed a Governance Task Force to develop a new governance model better suited for our growing congregation. On July 1, 2021 QUUF began the transition to shared/policy governance. In July of 2022 the Board approved an update to the model. We completed the transition in 2024 and as of July 1, 2024 the Governance Taskforce became a a standing Governance Committee.

Under the new structure, the Board committees, teams, and task forces are separate from the councils and teams that are part of the Program Council (PC), and from congregational committees that are elected. Information about PC councils and teams can be found here.

Shared Governance Overview

This Shared Governance Presentation of April 7, 2025 explains our shared governance structure in more depth.

Organizational Chart for Staff – The Minister is head of staff and therefore supervises staff and ensures appropriate staffing practices are followed. The Minister may delegate supervision of individual staff members. Major personnel-related changes, including hiring, discharge, and changes in compensation of Congregation staff, will be made by the Minister consulting with and obtaining approval by the Board for such changes.

You can reference our glossary of terms in the QUUF Policy Manual.
